This is a practical quality checklist for implementing integrated demand + supply planning across a multi-tier network. Focus on data integrity, governance, decision cadence, scenario planning, and a hypercare model that prevents planning chaos after go-live.

How to use this page

Start with decision-making (who decides what, when), then build the system to support it.
Lock data ownership and definitions early (or everything downstream becomes debate).
Go-live on a cadence (one full planning cycle) — not on a date.
Exit hypercare by stability (forecast, supply feasibility, and decision adoption), not by calendar.

Quality Gate: Strategy + Governance

Planning purpose defined (service, cost, cash, resilience — rank priorities).
Decision rights set (Demand owner, Supply owner, Finance owner, Exec owner).
Single "source of truth" defined for demand, supply, inventory, and constraints.
Cadence defined (weekly tactical + monthly executive IBP/S&OP).
KPI guardrails agreed (service, forecast, bias, backlog, inventory health).
Scope boundaries set (what NOT to automate in v1).

Good IBP works when leaders own decisions and the process is trusted. Don't skip governance.

Quality Gate: Data Integration + Definitions

Master data ownership assigned (items, UOM, locations, customer hierarchies, BOM/route).
Demand signals agreed (orders, shipments, POS, forecast inputs, promotions).
Supply constraints modeled (capacity, labor, materials, lead times, MOQ, transportation).
Inventory truth defined (available-to-promise rules, quarantines, allocations, in-transit).
Data quality checks automated (missing fields, outliers, latency, mismatched hierarchies).

Quality Gate: Model + Workflow Design

Forecast workflow defined (who edits, what overrides allowed, approval path).
Supply planning logic validated (feasibility rules, constraint prioritization, pegging).
Scenario planning enabled (baseline vs upside/downside; constraint what-ifs).
Finance handshake defined (volume → revenue → margin → inventory/cash implications).
Exception management designed (only the "need-to-look" items hit planners).

Quality Gate: Testing + Cutover

Backtesting completed (forecast accuracy + bias by segment, not just "overall").
Constraint realism validated with operators (capacity, yields, changeovers, downtime).
One full planning cycle rehearsed (weeklies + monthly exec review).
Dual-run plan set (legacy vs new outputs compared for 2–6 weeks).
Cutover rules defined (when system becomes "the plan" and how overrides are governed).

Guardrail KPIs (Start with 8)

Forecast accuracy + bias (by product family / channel)
Plan adherence (production/shipments vs plan)
Service level / fill rate / OTIF
Backlog + recovery time
Inventory turns + slow/obsolete trend
Capacity utilization (planned vs feasible)
Expedited freight / premium cost trend
Data latency + data quality scorecard

Key Risk Callouts

Risk: "System first" without governance

If decision rights and cadence aren't defined, the tool becomes a reporting layer — not a planning engine.

Risk: Bad data = bad decisions

Data integration and quality are non-negotiable. If teams don't trust the numbers, adoption dies.

Risk: Exception overload

If every item is "urgent," planners revert to spreadsheets. Design exceptions so humans focus on value.

Stabilization + Hypercare Expectations

Planning command center live (intake, triage, daily issue review, weekly exec review).
"Golden rules" published (override limits, escalation path, who can change assumptions).
Vendor + org support tiers defined (data/integration, model/config, defects/performance).
Hypercare exit criteria defined (stable KPIs + stable cadence for 1–2 full cycles).
Knowledge capture enforced (runbooks, known issues, data checks, training assets).

Long-Term Maintenance (Keep Planning Healthy)

Quarterly model review (bias drift, segmentation changes, override behavior).
Data governance program maintained (owners, standards, audit checks, retirement of old feeds).
Annual cadence review (what meetings add value vs create noise).
Continuous improvement backlog (automation, scenario depth, exception refinement).
